1099 Contract Construction Manager

Ho’ōla iā Mauiakama Disaster Long Term Recovery Group (LTRG) is seeking proposals from licensed General Contractors to serve as a 1099 Construction Manager. The selected individual or firm will oversee residential repair and rebuild efforts to support disaster recovery in Maui. This contract position is integral to helping survivors return to safe, sanitary, secure, and functional homes. Must reside on Maui.

Contract Start Date: May 11, 2025 or earlier 

1. Overview 

Ho’ōla iā Mauiakama Disaster Long Term Recovery Group (LTRG) is seeking proposals from  licensed General Contractors to serve as a 1099 Construction Manager. The selected  individual or firm will oversee residential repair and rebuild efforts to support disaster  recovery in Maui. This contract position is integral to helping survivors return to safe,  sanitary, secure, and functional homes. Must reside on Maui.  

2. Scope of Work 

  • Conduct project inspections and develop cost estimates 
  • Oversee compliance with international, state, and local building codes • Supervise contractors and volunteers for all rebuild and repair projects • Coordinate with vendors, inspectors, and partner agencies 
  • Manage project logistics including scheduling, materials, and site safety • Maintain project budgets, inventories, and documentation 
  • Engage and orient volunteers and disaster survivors on-site 

3. Minimum Qualifications 

• Minimum 5 years’ experience in general construction management • Licensed and active General Contractor in the State of Hawai‘i, in good standing • Must carry liability insurance covering all construction projects 

• Knowledge of International Residential Code, Hawai‘i State, and Local Building Codes • Experience working with diverse populations, including disaster survivors • Basic computer proficiency and experience with project documentation • Strong interpersonal, problem-solving, and supervision skills 

4. Contract Terms 

Contract Type: 1099 Independent Contractor 

Compensation: $8,000/month 

Initial Term: 24 months with possible renewal based on performance and funding Location: Primarily field-based work across disaster-affected areas in Maui, with occasional  meetings at Ho’ōla LTRG offices

 - Proof of general contractor license (State of Hawai‘i) 

 - Proof of liability insurance 

 - Examples of similar work or projects 

 - At least two professional references 

3. Approach to Scope of Work: 

 - Description of how you would coordinate repairs, volunteers, and inspections 4. Availability: 

 - Estimated start date and availability to commit to project timelines 5. Budget Confirmation: 

 - Acknowledgment of the fixed monthly rate of $8,000 

6. Evaluation Criteria 

• Relevant experience and qualifications 

• Demonstrated capacity to manage residential construction projects • Ability to meet insurance and licensing requirements 

• Commitment to safety, equity, and community-based recovery • Quality of proposal and approach to the work
